 It could be a managed service - the account owner sets up the liaison and Mr 5 o'clock shadow turns up to do the work. I'm sure we've all encountered the suave sophisticated sales person who promises the world and then when it comes to delivery a trainee is sent out.

Not suggesting Mr 5 O'clock shadow is a trainee, merely highlighting the gap between the customers expectations and the delivered service.
