Freaky Friday... pac never saw this before... Even after working almost fifteen years with the railroad... Though she did see sexual acts around the tracks... I've seen that type of gag (or stifle) called a "bit gag" presumably since it has the same shape as a bit for a horse ... which, in this image, fits with the "tail". The locks are certainly small but I doubt she could get out of any of them on her own with tools of some sort.
