I think she's being marched upstairs to a dungeon, but the graffiti on the stairways suggests to me these are the back stairs of, perhaps, a nightclub or large loft in some trendy arts district. Accordingly, at the top of the stairs is a public room, where a dozen men and women, as well as their assorted Masters and Mistresses, have gathered to watch the evening's entertainment - the public punishment and debasement of our girl in the heels.
