...... or you can simply go into the Task Scheduler, “Task Scheduler Library” → “Microsoft” → “Windows” → “Application Experience” on the left - then find “Microsoft Compatibility Appraiser” in the list in the middle - and click "Disable" on the right

Killing it in Task Manager is a pretty pointless exercise.

The reason it keeps restarting after you kill it in Task Manager is because it's a Scheduled Task that repeatedly runs - Disable the task and you won't have to keep stopping it

On my version of Windows 10, multiple background processes will go in underneath the task schedule and re-enable processes Microsoft likes to have running on their machines. In addition, the point of this post was to prove to the user that CompatTelRunner constantly restarts itself and is not an essential task in order for you to still have your computer do what you want it to do.
