Yes, the semi-camo doesn't completely mesh with Lilly's fashion line, but the scene does.

As for the clothing, one view of this is that her (panti-less) dress makes her ass more erotic than simple nudity. The "peak" is more sexual. Less can be more, which here might mean ... less nudity (more clothing) yields more sexually.
